That is the number of days Taiwo Oyedele served as Minister of State for Finance before being elevated to run the full ministry.

He was sworn in on 16 March. He was appointed Finance Minister on 21 April.

Thirty-seven days is not long enough to understand a new institution. It is long enough to be positioned inside one.

The interesting question the number raises isn't about Oyedele's competence. It's about what the 37 days tells you about how the decision was already made before his swearing-in. Ministries don't usually cycle through their number two and number one slots in seven weeks unless someone is working through a sequence.
